Retired Community and Housing Developer – Stephanie Williams-Baldwin is the President of the Florida Community Development Corporation Board. She has been an essential member of the affordable housing development community throughout Florida. With over forty years of housing experience, she has been responsible for the overall identification, planning, and implementation of real estate development projects in Florida. Stephanie has served as a Florida Housing Finance Corporation Board Member, Miami-Dade County Affordable Housing Advisory Board Chairperson, and President of the American Planning Association Black Community Division, amongst many other affiliations. Stephanie is a member of Alpha Kappa Alpha Sorority Incorporated.
Successfully planned and implemented the development of over twelve properties consisting of twenty-five hundred (2,500) units of affordable rental housing at a cost of over two hundred seventy-five million dollars ($275,000,000).
Supervised/Managed the planning and construction of seven (7) single family projects consisting of approximately one hundred fifty (150) affordable single-family homes at a cost of over eleven million dollars ($11,000,000)
Managed the rehabilitation of over one hundred sixty (160) single family homes at a cost of over six million dollars ($6,000,000).
Initiated and managed the implementation and expansion of Homeownership Education & Financial Counseling Program, which has qualified and/or provided counseling to several thousand families for homeownership.
Initiated and completed economic development projects which included the Historic Hurt Building (10,000 square feet) and Opa-locka Historic Train Station (3,000 square feet) at a cost of approximately two million five hundred thousand dollars ($2,500,000).
Initiated and managed the implementation of a Commercial Façade Program for ten (10) small business owners/operators in a small Central Business District (CBD) totaling four hundred thousand dollars ($400,000).
Initiated and partnered with Florida Memorial University for implementation of a $500,000 Small Business Education and Loan Program for 10 local small business owners.
Retired Public Administrator – Jessie Marie Cowins Williams has over thirty years of professional experience working to support governments. These include Miami Dade County, where she served in various positions such as Intergovernmental Affairs Coordinator – Parks and Recreations Department, Director of Minority Business Division, and as a Minority Business Specialist. Jessie has also served the Florida Department of Transportation and Florida State Employment Service. Jessie is a true asset to her community as a member of Florida Memorial University National Alumni Association, Voter’s Registration Network, Make-A-Wish Foundation, to name a few. Jessie is a member Delta Sigma Theta Sorority Inc.
Part strategist, part creative, part culturalist – Janelle Wallace is a Creative Strategy Director on Wieden+Kennedy PDX’s Bodega team with marketing experience across fashion, entertainment, spirits, finance, and consumer tech brands. Outside of the office Janelle co-host a podcast titled Witcha Black Ads focusing on the trends and tastemakers shaping the way brands engage with Black consumers and culture. Janelle is a member of Alpha Kappa Alpha Sorority, Inc.
Affordable Housing Developer and Advocate - Jasmine Baldwin started her professional career at an early age, by working as a Leasing Consultant at a local affordable housing apartment complex during her high school years. It was there that she gained an understanding of community, housing needs, and real estate.
Jasmine brings a broad knowledge in real estate development, having working with non- profits, for-profit developers, and financial organizations throughout her career. While studying for her Masters degree, Jasmine was hired by the Opa-locka Community Development Corporation as a Junior Planner. During that time, she worked diligently analyzing and financially modeling potential development opportunities, participated in rehabilitation construction of single-family homes and multifamily developments, as well as worked with a consultant team to complete and submit a successful federal grant, Choice Neighborhood Planning Grant application. Prior to graduating, Jasmine organized and led a 5-day planning charrette in the City of Opa-locka, which included students and faculty from the University of Miami School of Architecture, University of Miami School of Business, University of Miami Law School, City of Opa-locka, Opa-locka Community Development Corporation, and various stakeholders. The “Jasmine Gardens” plan encompassed the redevelopment of a 30-acre site in the City. The charrette plan was later adopted into comprehensive plan of the City of Opa- locka.
Thereafter, Jasmine transitioned her career into the for-profit affordable housing sector by working as a Development Manager at Housing Trust Group and as a Development Manager at AHS Development Group, a South Florida workforce housing developer. Jasmine served as the Vice President of Finance and Development for Cornerstone Group. Cornerstone was one of the largest affordable housing developers in the State of Florida, with over 15,000 multi-family units. During her time there, Jasmine successfully established several County and Housing Authority public- private partnerships (ex: Miami Dade County Public Housing and Community Development (PHCD), City of Pompano Beach, and Broward County Housing Authority) and lead the financial closing of over 200 tax credit units. (approximately
$50,000,000).
Prior to joining FCDC fulltime, Jasmine served as the Senior Application Manager for The NRP Group. In 2020, The NRP Group was ranked #2 of the Top 50 Affordable Housing Developers in the Country, with a completion of over 1,800 affordable housing units that year. Jasmine successfully secured financing for low income housing developments within Florida, North Carolina, Ohio, Indiana, Pennsylvania, New York, Georgia, and the Mid-Atlantic Region (including DC, Maryland, and Virginia).
